You can unlock Sandbox mode by finding the Sandbox module and tossing it in the first Reclamation Bin. The module may be found in the archival room, right before the last puzzle on the first floor. Turn around to find the hidden door: In the corner is a BONEWORKS crate. Break it, and inside you'll find the Sandbox module!
